Litwicks are cute. 
But their pokedex entries are kinda creepy. 
And then there's Foongus. What doesn't make sense is that in the pokemon universe, pokemon were around before the invention of the pokeball... maybe some pokemon scientists thought it would be funny to genetically alter a mushroom or something....
That's my best guess, other than the pokemon creators running out of ideas.
